I also wondered that I have changed the ministers names, end year of techteams and cancelled the ministers that were not likely exist in Qing Empire. But they're change back in every version. What's the problem?

In any case: Some stuff won't be, let's say, officially endorsed (that means, included on the mod) by the KR team. However, nothing is stopping each player from doing whatever they want on the game, be it playing a benevolent German Empire or a world conquest with Tanuu Tuva. It's not like we've removed the "declare war" button from the game. Wink
